Revisiting universalism in the Finnish education system

The aim of the article is to revisit principle universalism and analyze how it has changed in legislation on compulsory education by asking: are different characteristics emphasized basic parliamentary discussion (in 1968, 1982 1997)? analysis portrays varieties within comprehensive school, produced four instruments used govern (legislation, economy, ideology evaluatory). According analysis, foundation school system 1960s was laid uniform content aims at ideological level, emphasizing equality education. 1980s a transition phase between ‘old’ ‘new’ universalism, when legal economic governance enabled expansion increased costs. Simultaneously, its contents were increasingly set local level. We conclude that comprehension 1990s entailed issues such as rise evaluation education, economy individualism.
